“Towards Peace and Stability in Somalia” – Somalia–Italy Partnership Advances with Primary Health Interventions

Mogadishu, 14 May 2025 – The High-Level Steering Committee of the Towards Peace and Stability in Somalia (TPSS) Programme convened today in Mogadishu, reaffirming the programme’s strategic direction and operational priorities. The meeting was chaired by His Excellency Prime Minister Hamza Abdi Barre and attended by the Italian Ambassador to Somalia, H.E. Pier Mario Daccò Coppi; Italian Agency for Development Cooperation (AICS), Nairobi Office, Acting Director, Ms. Valeria Buoninfante; and Chief Policy Advisor to the Prime Minister, Dr. Ahmednur Mohamed Abdi, accompanied by the Project Management Unit.

Funded by the Government of Italy through AICS, the TPSS Programme is implemented by the Office of the Prime Minister of the Federal Government of Somalia. It aims to support Somalia’s peacebuilding and stabilization agenda by investing in resilience, institutional capacity and inclusive development, particularly in areas recently recovered from Al-Shabaab. The programme integrates immediate post-conflict recovery with long-term development, following a locally driven approach. Project priorities are identified in consultation with communities and selected through transparent governance mechanisms, such that interventions directly respond to real and urgent needs.

During the meeting, the High-Level Steering Committee approved the first three initiatives under the TPSS Programme—all focused on strengthening Somalia’s primary healthcare system.
“These projects, selected by the Office of the Prime Minister in alignment with national priorities, represent a tangible step forward in rebuilding trust and delivering essential services in fragile areas,” said Ms. Buoninfante. “The projects aim to address urgent health needs while laying the foundation for a stronger public sector.”

Chief Policy Advisor and TPSS Governance member, Dr. Ahmednur Mohamed Abdi, emphasized the broader significance of these interventions: “The endorsement of these initiatives marks a vital step in restoring essential services in regions long affected by instability. These health interventions respond to immediate community needs and reinforce the government’s commitment to inclusive development as outlined in the National Transformation Plan (NTP-I).”

Ambassador Daccò Coppi reaffirmed Italy’s longstanding partnership with Somalia, stating: “This initiative reflects our shared commitment to inclusive governance and sustainable peace. We urge all partners to remain steadfast in their efforts to bring relief and opportunity to Somali communities while supporting the growth of national institutions.”
Prime Minister Hamza Abdi Barre Co-chair of the TPSS underlined the government’s vision, noting: “This programme is a development initiative that underpins the Government’s declaration of intent. We are showing that the Somali state is present, capable, caring and committed to serving its people. Through partnerships like TPSS, we are transforming liberation into lasting peace and promises into tangible progress.”
